President John Dramani Mahama has convened an emergency Cabinet meeting to tackle pressing issues affecting Ghana’s cocoa sector, a vital component of the country’s economy and a major source of income for rural farmers. The meeting, scheduled for Wednesday, 11 February 2026, brings together government ministers, cocoa sector experts, and key stakeholders to find solutions aimed at stabilizing the industry and supporting farmers.
The cocoa sector has recently faced significant challenges, including delays in payments to farmers, financing shortfalls, and operational bottlenecks. These issues have raised concerns across the agricultural value chain, prompting urgent calls for government intervention to prevent further disruptions.
According to communications from government officials, the emergency session seeks to address all aspects affecting cocoa production and marketing, including ensuring that farmers receive timely payments and that cocoa procurement processes are adequately funded.
Cocoa farmers have expressed frustration over the slow payment process for the 2025/2026 crop season. Many argue that the producer price for cocoa beans does not reflect current economic conditions, reducing their income and limiting their ability to reinvest in future production. If left unresolved, these challenges could negatively impact both farmers’ livelihoods and national cocoa exports.
The Ghana Cocoa Board (COCOBOD), responsible for regulating cocoa pricing, purchasing, and exports, has acknowledged a funding gap that has contributed to these delays. Officials noted ongoing discussions with the Ministry of Finance to explore alternative funding mechanisms to ensure uninterrupted cocoa purchases.
Industry stakeholders, including the Licensed Cocoa Buyers Association of Ghana (LICOBAG), have emphasized the urgent need for sufficient financing to purchase an estimated 300,000 tonnes of cocoa beans in the coming months. Securing these funds is essential to maintain stability, prevent supply shortages, and sustain farmers’ confidence in the sector.
Observers suggest that the emergency Cabinet meeting reflects the seriousness with which the government views the situation. Policy responses are expected to focus on fast-tracking cocoa payments, strengthening financing arrangements, and improving overall efficiency in the value chain.
Cocoa continues to be one of Ghana’s most critical export commodities, contributing significantly to foreign exchange earnings and supporting rural livelihoods. As such, restoring stability and confidence in the sector is a top priority for both policymakers and stakeholders.
The outcome of this emergency meeting is anticipated to provide immediate relief for farmers, ensure smoother cocoa procurement operations, and set the stage for sustainable growth in Ghana’s cocoa industry despite the ongoing economic challenges.
